User Configured in Non-English Unable to see "All" Checkbox in "Auto Assign Rule"

When attempting to configure a Auto Assignment Rule in OTM as a user whose language is set to Non-English, the "All" Checkbox is missing on the Definition tab to the right of "When" for the client. It shows when logging in as English.
