Symptoms
Find after registering an external candidate, no notification is received from the seeded oracle.apps.per.irc.common.notifications.

Expect to receive a notification for registering as an external candidate
-- Steps
The issue can be reproduced at will with the following steps.
1. Go to IrcVisitor.jsp
2. Register today
3. Enter email, name, password and submit
complete assessment, upload resume.....
