New iStore User Unable to Login. IBE Resp is Missing in fnd_user_resp_groups view. (Doc ID 1448372.1)

Symptoms

In PROD 12.0.6, newly registered user was unable to login.

After login to iStore, user was redirected to a page with "Application Error"
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Accessing iStore Home Page redirects to Login page
2. Login as a newly created Business user
3. Application Error
