Symptoms

Despite submitting requests without printing (copies = 0) and/or other post processing actions, all requests insert a row into FND_CONC_PP_ACTIONS table.
If a print action and number of copies of a request submitted is ZERO (copies = 0), then a row should not be inserted into fnd_conc_pp_actions.
