Executing Configurator from Order Management after Publishing to the Target Instance Fails on the First 2 Attempts; Only Working on the 3rd Attempt

On Configurator Build,

When attempting to launch Configurator from Order Management (OM) after publishing to the Target Instance, Configurator is failing to launch on the first 2 attempts but comes up fine on the 3rd attempt.
The following exception is seen in the CZ FND DEBUG log file:

Caught an fatal exception in ConfigThread: oracle.apps.cz.runtime.FatalException: oracle.apps.cz.dio.NullDbValueException

The issue can be reproduced at will with the following steps:
1. Order Management Super User Responsibility
2. Create Sales Order
3. Add the model in question
4. Attempt to launch the model.
