IBY_FC_PAYER_NOTIF_FORMAT Gives "Could Not Connect To SMTP Host: Lxv1014, Port: 25;" (Doc ID 1453142.1)

Symptoms

On R12.1.3, find that IBY_FC_PAYER_NOTIF_FORMAT module: Send Receipt of Payment Notifications is giving the error shown below.  The xdodelivery.cfg configuration file has been created and the IBY_XDO_DELIVERY_CFG_FILE profile option has been set as per Note 461842.1.
