Knowledge Base Create Solution Summary Text Box Takes Up Whole Page (Doc ID 1453389.1)

Symptoms

When creating a Statement in Knowledge Management the Summary text field when creating a statement is twice as wide as the rest of the page and 10x longer than it needs to be.

Expected Behavior:
The text field should only be a few lines.

Steps to Reproduce

1. Knowledge Agent -> Knowledge -> Authoring Tab -> Solutions In Progress -> Create Solution button -> Create Statement
2. When opening this the Summary shows:
Type LOV
Visibility LOV
followed by a very large text screen.

Changes

 Upgrade to 12.1.3.
