Invalid Data In OE_SYS_PARAMETERS_ALL (Doc ID 1453508.1)

Symptoms

When attempting to extract ONT_OeSysParameters from iSetup,

the following error occurs:

ERROR:

The base exception is:

oracle.apps.fnd.framework.OARowValException: An error occurred in API 'OeSysParametersAM'

View Object 'OeSysParametersVO'

Parameter Code = 'OE_DISCOUNT_DETAILS_ON_INVOICE'

Org Id = XXXX

oracle.apps.fnd.framework.OAException: oracle.apps.jtf.base.resources.FrameworkException: Error in IAS Cache: oracle.apps.fnd.framework.OAException: Application: INV, Message Name: INV_SETUP_NO_DATA_FOUND. Tokens: ATTR_VALUE =  OrgId = XXXX;

STEPS:

The issue can be reproduced at will for a new sales order with following steps below

1. Log into Oracle Applications

2. Go to iSetup:Migrations:Extracts

3. Get above error while extracting the data
