Symptoms

Fully Completed PPRs and Quick Payments appear on the Funds Disbursement Home Page Pending Actions.

The Icon - Take Action - simply refreshes the page.

The Icon - Terminate - asks the user if they are sure, but user does not want to delete the Payments because they are Completed.
