Interface Trip Stop Fails With ORA-20002: 3133: Activity instance 'WAIT_FOR_CTO' is not a notified activity for item OEOL (Doc ID 1453819.1)

Symptoms

Delivery is closed while associated delivery detail is shipped but not Interfaced.   Order line is still at status Awaiting Shipping. 
When the Interface Trip Stop(ITS) is run for the problematic delivery it completes with warning:

error in Handle_Bulk_Mode_Per_Order ORA-20002: 3133: Activity instance 'WAIT_FOR_CTO' is not a notified activity for item 'OEOL<order line id>'.
ENTER Save_API_Messages
l_errmsg ORA-20002: 3133: Activity instance 'WAIT_FOR_CTO' is not a notified activity for item 'OEOL/<order line id>'.


STEPS

The issue can be reproduced at will with the following steps:
1. Order Management Super User Responsibility.
2. Shipping--Interfaces--Run
3. Run the Interface Trip Stop for the problematic delivery
