On The 'EMD Transactions' From EMD Home Page Throwing Error 'Unable to obtain row for user from UserInfoVO'

On 12.1.3 version
Clicking on the Earnest Money Deposit (EMD) 'EMD Transactions' from the EMD Home page an error is thrown. Clicking on the 'EMD Transactions' from EMD Home page again, takes the user to the 'EMD Transactions' Page.
'Unable to obtain row for user from UserInfoVO'
The issue can be reproduced at will with the following steps:
1. Go to 'Sourcing EMD Administrator' responsibility
2. Go to EMD Home Page
3. Go the 'Published Negotiation' section and click on the 'EMD Transactions' of a particular published negotiation
4. The error message is received
5. Clicking again on the 'EMD Transactions' of the same published negotiation will take you to the 'EMD Transactions' Page
Changed the PONEMDHOMECO.JAVA file to insert the bootstrapping logic.
