Administration Delivery Configuration Email From Address Overrides Bursting From Email Address

Symptoms
When attempting to burst to email, the From Address in the bursting query (PARAMETER3) is ignored. The Email From Address set in Administration->Delivery Configuration is used instead. Users cannot use the from address they want in the bursting reports.
This started occurring After applying Patch 13042018: UPDATE FOR BI PUBLISHER ENTERPRISE 11.1.1.5.0 OCTOBER 2011 to fix BUG 12977856 - BURSTING TO EMAIL PARAMETER8 FOR BCC IGNORED
The issue can be reproduced at will with the following steps:
1. Create a bursting query in the data model.
2. Use a from address different from the value in Administration-> Delivery Configuration-> Email From Address for PARAMETER3 of the bursting query.
3. Schedule and run the report.
4. See that the email from address uses the Delivery Configuration value rather than the value from the bursting query.
