Symptoms
When attempting to reverse the termination of employees, the following error occurs. It's necessary to reverse the termination, make some changes and then to terminate the employees again
APP-PAY-51271: The assignment is not eligible for the element
"You may not grant element XXX to assignment number #### on DD-MON-YYY. The assignment is not eligible for this element on that date.
Eligibility is determined by the element link. In order to be eligible, the link criteria must be met by the assignment at all times during the life of an element entry"

The issue can be reproduced at will with the following steps:
People > other > end employment select reverse termination button
