Error Trying To UPLOAD A Wft File. Parse Error

Symptoms
Open OEOH and OEOL items from Database.
Save as wft to local.
Copy the wft to Server
Try to upload the wft file with japanese characters using WFLOAD command.
Then the parse error occurs:
wferr:
- 1300: Could not load.
- 1223: Parse error in line 1141ׂÍA“Á’è‚̃wƒbƒ_[‚É‘®‚µ'.
- 1203: Warning: line 1141: unescaped quote.
- 1217: No equal siׂÍA“Á’è‚̃wƒbƒ_[‚É‘®‚µ' truncated to within 30 bytes.
- 1300: Could not load.
- 1223: Parse error in line 1141ׂÍA“Á’è‚̃wƒbƒ_[‚É‘®‚µ'.
