External Learning Functionality is not working with approval (Internal Learner wants to have External Training) (Doc ID 1455266.1)

On : 12.1.3 version, Enrollment Admin

Login as Learner Manager
Create External Learning / Submit it
External Learning is submitted, but no notification sent to approver, also its not saved on the database

Expect the Notification sent to approver.

The The issue can be reproduced at will in the customer instance with the following steps:
1.Learner Manager create External Learning : Test for Oracle SR; Completion Date 31-5-2010
3.Responsibility Manager SS
4.All Action Awaiting your Attention
5.Update -> External Learning Effective Date Option (Notice that the effective date 10-5-2010)
6.Continue -> nothing happens
7.Then click Back -> Notice the effective date changed to (As of Approval Date)
8.Click on Update Again
9.Warning message : Unsaved changes exist. Do you want to recover these changes , or revert to the previously saved state ?
10.Then Click on Continue (Nothing Happens)
11.Then click Back
12.Click Revert Nothing Happens
