11i Poor Performance With Price Request API

Symptoms
The price request API is taking 90 to 120 minutes for 45 thousand items (all items) for one customer. Number of list headers are 2000+ and every modifier qualify at header level only, no line level modifiers. We do not have any blind or Manual modifiers.
Can you please advise what would be the best way to improve performance?
We are trying to use price request API for multiple purposes.
1) Batch job to produce price details for given customer and
2) as online engine for other legacy ordering systems to price the selected list of items.
Due to performance issue, we developed custom engine to meet the speed. Wishes to use price request API for the two purposes above once performance is improved.
