Unable To Load MFS Application On PPC Due To Performance Issue on First Synch (Doc ID 1455550.1)

Symptoms

On : any version, Synchronization

ACTUAL BEHAVIOR
---------------
Notice that on a fresh clone environment (from e.g. production), the synchronization of mobile devices is very slow.
A sync will take up to 5 hours and then crash due to the timeout setting CONNECTION_TIMEOUT in webtogo.ora

EXPECTED BEHAVIOR
-----------------------
The synchronization should not take this long. The abort due to timeout is not an issue - the synch should not take that long

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install fresh mobileclient for MFS
