Cannot Add Supplier Bank Assignment Request At Site Level (Doc ID 1455901.1)

Goal

Why are 'Supplier' level bank accounts not available for new address assignments?

EXPECTED BEHAVIOR

Expect to have supplier level bank account available for new addresses.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iSupplier Portal Full Access responsibility as supplier
2. Click on Admin > Profile Management > Banking Details
3. View = All Assignments
4. See:
General
Address

We see that Site is not available to raise an assignment request, althouth it is available at the address or general level.
