Costed Material Transactions not being cost collected and has Transferred to Projects status as 'Not Applicable' (Doc ID 1456728.1)

Symptoms

On : 12.1.2 version, Inventory Costing

When attempting to transfer material transactions to Oracle Projects by running the cost collector process
the following error occurs.

ERROR
-----------------------
Transferred  to Projects column 'Not Applicable.'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Cost material transactions - ensure transactions were costed
2. Run cost collector process to transfer records to Oracle projects
