Cost of Ground Schedule Shipment Not Considered During Shipment Planning Causing Selection of Higher Cost Itinerary Option

Symptoms
Multiple Multleg itineraries are created where some legs use Ground Schedules. When an Order Release is bulk planned, where each of these itiineraries are available, OTM is only comparing the cost of the non-Ground Schedule legs to make the itinerary selection. The cost of another itinerary is actually cheaper, yet not selected due to this. When reviewing the Ground Schedule shipments after the bulk plan, it is seen that the cost is not calculated.
If the desired itinerary is added to the Order Release as a constraint (i.e. add the itinerary to the Buy Fixed Itinerary field on the Constraints tab), then the Ground Schedule shipment is rated and assigned a cost.
