"java.lang.NullPointerException" When Loading RIQ XML that includes a RefNum in the TransmissionHeader (Doc ID 1456884.1)

Symptoms

When uploading an RIQ via XML where the TransmissionHeader includes a RefNum, the following error is encountered:
