IEX_BULK_XML_DELIVERY Is Spawned But Doesn't Produce an Output File (Doc ID 1457657.1)

Trying to print a dunning letter from Advanced Collections, the IEX_BULK_XML_DELIVERY is spawned but doesn't produce an output file.  The main program indicates dunning was successful.  The delivery process log file contains the following:

IEXXmlDelivery [May-09-2012 10:42:29]: Query to count number of requests to be processed : select count(xml_request_id) req_count from iex_xml_request_histories where 1=1 and status = 'XMLDATA' and CONC_REQUEST_ID = :1
IEXXmlDelivery [May-09-2012 10:42:29]: There are 0 requests pending for delivery

When running a debug on the process, the following shows in the debug:

IEX_DUNNING_PVT Send_XML - template status= Active
IEX_DUNNING_PVT Send_XML - Other Exception
IEX_DUNNING_PVT Send_XML - Exception errmsg=ORA-06502: PL/SQL: numeric or value error
IEX_DUNNING_PVT Send_Level_Dunning - SEND status=U
IEX_DUNNING_PVT Send_Level_Dunning -  Sending process failed
