Unable To Transact Move Order Where Onhand Quantity With STATUS_ID = -1 OR NULL (Doc ID 1458327.1)

Symptoms

When attempting to perform transact move order, the following error occurs.

The organization is on-hand material status controlled (i.e.this can be verified by reviewing the value of the default_status_id column in mtl_parameters, if the value is not null, the org is on-hand material status enabled)

Not all onhand quantity has a valid status

ERROR
Error:The material sourcing process failed to create picking suggestion for line 1 of move order 12345

STEPS
1. Navigate to Inventory > transact move order
2. Attempt to transact hte move order
3. Receive the error.
