Unable To Create Instance With Backdated Install Date ( Install Date earlier than Creation Date )

Symptoms
When attempting to manually create an Item Instance with Install Date earlier than Creation Date
the following error occurs.
ERROR
-----------------------
The Instance Party Account id &IP_ACCOUNT_ID, provided does not exists in the Installed Base Party Accounts table% (ACTIVE_START_DATE=2012/MAY/01)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Installed Base Agent User >> Item Instance >> Item Instances >> Click on the 'Create button
2. Entered the following data to manually create an Instance
For example:
Item - Item A
Serial - A0001
Party Number - 1005
Account Number - 1005
Site Number - 12212
Install Date - 2012/May/01 21:12:18
Creation Date - 2012/May/08 21:12:18
Any Flexfield value desired
3. Click on the 'Apply' button and Receive error message
