Sales Order Number Is Not Appearing In Release Sales Order's LOV On Upgrade Instance (Doc ID 1459730.1)

Symptoms

On : 12.1.3 version, Pick Release

Upgrade (we are upgrading from 12.0.6 to 12.1.3).
Issue is with all the items imported in OM as 'Internal Sales Orders' (ISO).
While running the pick release, Sales order number is not appearing in LOV of release sales order.

On checking the order line, found that it is in 'Booked' status and not 'Awaiting Shipping' status.
There is following error during scheduling :

Scheduling failed: No APS instance defined. Set APS instance and run collections
Order has been booked.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. PO Superuser -> Create internal requisition
2. Run request -> create internal orders
3. OM Superuser -> Run Import orders and order appears
4. Release Sales Order

Changes

 Upgraded   from 12.0.6 to 12.1.3.
