R12: OIE: How to Setup the Internet Expenses Application When an Employee's Manager is on Leave of Absence

Expense reports can become stuck in the system administrator queue when a Manager is on 'Leave of Absence'. Expense Approval notifications to the Manager can show the message 'Manager is on temporary leave' and the approval notification cannot be reassigned to another Manager for approval. The expense report can become stuck even if a Vacation Rule is setup for the Manager while they are on Leave.
