R12: Intra Company Accounts Are Not Used Even When Setup Correctly and the Accounting Class Balance Is Used instead

Symptoms
You setup intra company accounts. Invoices are entered with different balancing segment values. Create Accounting does not use the Intra Company accounts setup for the Ledger / Legal Entity. Instead the Entered Currency Balancing Account is used.
The issue only happens if you are on rdbms version 11.2.0.2.0 or higher.
Debug shows:
fun.plsql.fun_bal_pkg.journal_balancing.unexpected_error_others 5 -979 : ORA-00979: not a GROUP BY expression
