Unable To Perform Miscellaneous Transaction In a Past Open Period, Get APP-INV-05451 Error (Doc ID 1462158.1)

Users are unable to perform miscellaneous transaction (in INVTTMTX form) in the past period. The following error occurs:

"APP-INV-05451: Transaction date is in the past open period. The date you have entered is in the past open period."

Steps to Reproduce:
1. Go to: Inventory Responsibility
2. Navigate to: Transactions > Miscellaneous Transactions
3. Select a date in a past period.
4. Get error.
