Symptoms

When submitting a Sales Order from the Forms Quoting UI, an error message is returned

FRM-50016: Legal characters are 0-9 - + E.

APP-FND-00531:The amount could not be correctly formatted. The correct
format is 9,99.99 or -9,999.99.

And the quote line values display in the following way:

-645U00

You must exit Oracle. Get following error message before allowed to close

ORA-06502: PL/SQL: numeric or value error
ORA-01403: no data found

This can be reproduced with the following steps:

Enter an unconfigured model + a finished goods item.
The error only occurs when the **Submit Order** button is clicked. A warning
message is returned indicating that the configuration is not complete.

The model configurations in the quote have been validated.
The following model configuration are Invalid or Incomplete: 1.0.
Please review the quote prior to placing it as an order

Click OK

Then issue is observed; values display as :

0U00
2D150U00
-645U00

The following message is returned to the screen:

FRM-50016: Legal characters are 0-9 - + E.
APP-FND-00531:The amount could not be correctly formatted. The correct format is 9,99.99 or -9,999.99.

Its then not possible to navigate at all and the form and session have to be closed.
The error: FRM-41084: Error getting Group Cell was seen when trying to navigate back to the quote.
This appeared to be in a loop. OK was clicked a number of times and still returned to the same message

Once a new session is started the I can then  navigate back to the quote successfully and the amounts are displayed in the
form as normal.
