iReceivables Invalid receivables trx id Error When Testing Service Charges (Doc ID 1463434.1)

Symptoms

You are getting the following error when paying by Credit Card in iReceivable and testing service charges:

1.  Payment Process Failed
2.  Invalid receivables trx id: 0
3.  ORA-1403, no data found in package AR_ADJUST_PUB
4.  ORA_20001: occured in AR_IREC_PAYMENTS.apply_service_charge while performing the following task: apply service charge

The following profiles are set:

OIR: Enable Service Charge = Yes
OIR: Service Charge Activity ID = a valid id
