Charset.jar Not In Classpath (Doc ID 1464191.1)

Goal

This is a question on need of [IAS_ORACLE_HOME]/appsutil/jdk/jre/lib/charsets.jar having set in CLASSPATH and AF_CLASSPATH.
While upgrading java in R12 as per note 455492.1 it was noticed $CLASSPATH nor $AF_CLASSPATH contain [IAS_ORACLE_HOME]/appsutil/jdk/jre/lib/charsets.jar. While looking context file template is it obvious that charset.jar is not included even ini the template. Please let us know:
1) why the note says charset.jar should be included while template does not contain it
2) what might be the impact not having charset.jar in CLASSPATH / AF_CLASSPATH
3) do we need to include and update context file?
