Is there a way of disabling the "Two-Stage RFQ" option?

In the cases where the "Two-Stage" RFQ feature is not intended to be used, buyers can inadvertently mark the check box and cause problems later in the process.

Attempts to disable the check box by personalization on the page do not work as the item is already defined as "not shown".
