ACTUAL BEHAVIOR

Commitment amount is not reduced once receipt is interfaced from PO.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new PO against a capital project.
2. Fully receive the PO.
3. Run the concurrent program to update project summary amount
