Elements Defined as 'Reduce Regular' are not Working Properly in the Retropay by Element Process

Retropay by Element not working properly with Reduce Regular elements
We have Regular Vacation set up as a Reduce Regular element. When making a retro adjustment of negative vacation hours to an employee's previous pay period, the Retropay by Element process is creating a positive adjustment to the Regular Salary for that period. That is fine, but when the negative vacation pay is calculated in the current period it is adding the Retro Regular Salary adjustment and the vacation adjustment again. In effect, the Regular Salary gets added back twice for the one adjustment.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Enter the appropriate retro entries in the prior period.
2. Run the Retropay by Element process, Retro elements are created and placed in the current payroll period.
3. Run the Payroll process for the current period.
