Symptoms

On : 12.1.3 version, Material Status

ACTUAL BEHAVIOR
---------------
Material workbench - Available To Reserve (ATR) and Available To Transact (ATT) doesn't consider the Lot status
Organization is Onhand status enabled, and lot status doesn't allow reservations.

EXPECTED BEHAVIOR
-----------------------
Available to reserve should be '0' ., if the lot status doesn't allow reservations.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inventory -> Onhand Availability -> Material Workbench
