Symptoms
On Applications 12.1.2
When attempting to upload the catalog , the following error occurs.

at oracle.jdbc.driver.SQLStateMapping.newSQLException(SQLStateMapping.java:70)
at oracle.jdbc.driver.DatabaseError.newSQLException(DatabaseError.java:133)
-- Steps
The issue can be reproduced at will with the following steps.
1. Set the profile : "POR: Bulk Loader Commit Size" = 5
2. Via iprocurement catalog admin or Buyer Work Center (BWC) via upload, upload a catalog file with 5 items for the GBPA
- see the error
Due to this issue, users cannot upload the files correctly.
