iPayment Scheduler Fails With SQLException Occurred: Numeric Overflow (Doc ID 1466110.1)

Symptoms

On 11.5.10.2, ipayment Scheduler EFTBATCHCLOSE job for outbound payments to suppliers gives the following error after applying:
JAN 2012 CPU PATCHES -(13579210,13493216,13598599,13322557)
IAS patch 5700129, Dev6i patch set 19 (13384700))
