FYI PO Approval Notification (PO_PO_HAS_BEEN_APPROVE) Is Automatically Closed (Doc ID 1466241.1)

Symptoms

After approving a purchase order (PO) the buyer does not receive the For Your Information (FYI) notification (message_name = PO_PO_HAS_BEEN_APPROVE). Further analysis indicates that the notification is generated, but closed automatically. This issue can be reproduced as follows:

1. As approver A create a PO and submit it for approval.
2. As approver B approve the PO.
3. Approver A does not receive the FYI notification.
