items struck in the interface table with status 44/45 when 1 item has wrong uom in the same batch

On : 12.1.3 version, Item Issues

Correct item data in interface table in same batch can not be import.

Correct item data in interface table can be import, even there are some error data in same batch.

The issue can be reproduced at will with the following steps:
1. Insert 3 records into table mtl_system_items_interface with same set_process_id 505.
2. 2 records are correct, the 3rd one is with wrong UOM code.
3. Submit request Import Items. Request completed successfully.
4. But all 3 items does not imported successfully, all are stuck in interface table.
5. Reviewed data, status are 44(incorrect unit_of_measure),45(should be processed successfully)
6. Delete item with incorrect unit_of_measure in interface table.
7. Update the process_flag, there are 2 records remain in interface table
8. Re-submit request, these two items import successfully.

The issue has the following business impact:
Due to this issue, users cannot import correct items into base table.
