Symptoms

Taxes are not defaulting after upgrade from 11i to R12.
Also, using the ACTIONS-->CALCULATE TAX did not calculate taxes.

Debug information had the following:

Message returned by tax API ZX_API_PUB.calculate_tax:
tax engine call returned successfully
tax amount after excluding inclusive tax : 0
tax_line 12
success - tax call success
exiting tax_line
After Successfully calculating Tax
Old tax value :0
New tax value :0
