Goal
The system allows the user to create Refunds Payment without full Third Party information.
As SLA performs validation for Third Party information except for the case where the account has been set as Third Party Control Account with 'Restrict Manual Journals' qualifier in GL- can these features be used together so that SLA Third Party validation would not fail?
