Symptoms
On 12.1.3 version, when attempting to assign internal location to internal customer, the following error occurs:

Internal location is already assigned to another ship to address. Please choose a different location.
Current file versions are:
AROCLASS.pls - 120.3.12010000.2
AROCLASB.pls - 120.8.12010000.2
which is the fixed file version provided in Patch 8540728:R12.AR.B
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Responsibility: Order Management
Navigation: Customers > Standard
Query customer
Create site under operating unit
Click on Details button, and select Business Purposes > Ship to > Internal Location
Enter internal location and press Apply.
