R12: Cannot Change Status Of Project Contract From ENTERED To CANCELLED

Symptoms
When attempting to change the status of a Project Contract from Entered to Canceled, the following error occurs.
ERROR
-----------------------
There is no workflow activity for the current contract or
workflow reference (key) is invalid. There could have been
data corruption or workflow process was not launched.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a project contract (or find one in an Entered status).
2. Open the contract in the Authoring Workbench.
3. Click on the Action button and select Change Contract Status.
4. Enter Canceled as the New Status and select a Reason.
5. Click OK.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot cancel these contracts.
