Certification not Triggered on Subsequent Life Event Even Though Coverage Increase Require Certification

On Dev : 12.1 HRMS RUP4 version, Oracle Advanced Benefits

When a certification was required and received for a LE and a subsequent LE is process; the coverage increase require certification, but the certification is not triggered in that LE. This is happening for both plans - Employee Supplemental Life and AD&D and Spouse Supplemental Life and AD&D.

Certification should trigger on subsequent LE if the increase is more then the required certification amount. Even though a certification was triggered and received before.

The issue can be reproduced at will with the following steps:
1. Life event 1 (ex: New Hire) > Enroll in EE supp Life with coverage above the GI amount of 100K. Coverage = 120K.
> Create interim of 100K and suspended 120K, certification required.
> Later receive certification and save with update (or correction - same results).

2. Process a subsequent LE
Increase EE Supp Life above GI amount of 130K to a coverage of 150K > Save.
Certification is not triggered and no suspended or interim coverage are created.

Note: It is bahaving as if the certification had been received. The certification is showing the latest LE.
