Unable To View Return Reason Code Value From View Only Responsibility (Doc ID 1468223.1)

On : 12.1.3 version, Transaction Control

Unable to view the Return Reason Code on the Order header for RMA orders in 12.1.3 in a View Only Responsibility.

The same order having Return Reason Code is visible from regular super user or Non-inquiry responsibility.

The issue can be reproduced at will with the following steps:
1. Via the Order Organizer in OM UK Finance Approver Responsibility (View Only Access).
2. Navigate: Orders, Returns > Sales Order Header > Others tab
3. Cannot see any value in the Return Reason Code.
4. Via the Order Organizer in OM GLO Order Management Admin Manager Responsibility,
5. Navigate: Orders, Returns > Sales Order Header > Others tab
6. Can see the Return Reason Code, as expected.

The issue has the following business impact:
UAT process with a user base of 600 in number going on. These are counted as defects in all our testing processes.
