Terms Substitution ( TSN ) Modifier Does Not Apply When Used With An Ask-For Modifier nor a Promotional Goods BOGO Modifier

When we use an "Ask For" promotional goods modifier on an order, our TSN (terms substitution) modifier for freight terms substitution fails to update the freight terms.

Expects both modifiers to be applied.


Additional Symptoms

When we use an automatic BOGO modifier, the freight term substitution modifier also fails to update the freight terms on the promotional goods (free item) order line.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Create two orders using the same customer, internal item, and quantity.
4. On one order, apply an "Ask For" promotional goods modifier.
--Run Diagnostic OM Order Info for Both orders
--Exit out of screen and set debug for each order
5. Book each order
--Run Diagnostic OM Order Info for Both orders
6. The order without the promo has the TSN modifier applied to change freight terms to prepaid
7. The order with the promo did not have the TSN modifier applied.

The BOGO (Buy One Get One ask for promotional goods modifier is assigned to the pricing phase All Lines Adjustment and level is Group of Lines).
The TSN (term substitution) modifier is assigned to the pricing phase Modifiers for Book Event and level is Order.

This patch resolves Order TSN modifier not applying when order lines calculate price flag is partial and modifier defined in phase with freeze override flag is Yes
