Termination Credits are not Being Created for all Non Zero Lines on a Service Contract (Doc ID 1468945.1)

Symptoms

When a Service Contract is Terminated with Full Credit, Termination Credits are not being created for all the terminated lines.

Steps
1. Using a Service Contracts Manager responsibility.
2. Search for and Terminate a Service Contract.
3. Run Service Contracts Main Billing program to create the Credits.
4. Check the AR Interface table and no Credit Memo data was populated.
