Symptoms

ACTUAL BEHAVIOR
---------------
The Order Management Order (OM) Line created from Charges forms and API, it always set the Calculate Price Flag to "Freeze Price".

EXPECTED BEHAVIOR
-----------------------
Need ability to set it to a different value.

STEPS
-----------------------
1. Create charge line in the Service Request
2. Submit charges

Due to this, users are unable to apply any adjustments to it on the OM order.
