Symptoms

On : 12.1.3 version, Charges UI, APIs, and schema

ACTUAL BEHAVIOR
---------------
The OM order line created from Charges forms and API, it always set the Calculate Price Flag to "Freeze Price".

EXPECTED BEHAVIOR
-----------------------
Need ability so that customer can set to different value?

It is because this Calculate Price Flag always to "Freeze Price". The customer not able to apply any adjustments to it on the OM order.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create charge line in the Service Request
2. Submit charges
