Symptoms
CSI_COUNTER_READINGS_CUHK is called from the public API (CSI_COUNTER_READINGS_PUB.CAPTURE_COUNTER_READING)
The Counter Readings Open Interface calls CSI_COUNTER_READINGS_PVT which does not call the user hooks.
The interface needs to have the same functionality as the form.
EXPECTED BEHAVIOR

Expect The Counter Readings Open Interface to call the user hooks,as in CSI_COUNTER_READINGS_PUB.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use The Counter Readings Open Interface
2. user hooks are not used, so unable to maintain dffs on counters and readings
