Symptoms
When attempting to submit the Benefits Confirmation and Summary concurrent request, it is completing with the following error:

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Upgrading to 12.1.3 from 12.1.2.
2. Profile option 'Currency:Negative Format' set to the value of '(XXX)'.
3. Submit the Benefit Confirmation and Summary.
